Disabling as a means of Punishment (EV Style)
I know this has been discussed before, in the context of disabling and capturing ships, but this is in the context of punishment for law breakers. It came as a result of reading Am's bounty thread.
Anyway, what if SF's (and only SF's) had the ability to "disable" you? Once disabled they removed a certain amount of Credits (a fine), your ship was confiscated (destroyed), and you were transported to the nearest capital where you only have access to the EC89. Minus the credit loss, it's essentially the same course of events as now, except it would need a bit of mechanics/graphics work (or maybe not, perhaps a text based solution would be just as effective). Of course KOS players would still be boomed, and perhaps still lose credits. Being dead and all, I can't see how come a Nation couldn't claim some monetary amount from the estate.
Now this would of course need some sort of crime function set up where any crimes (could be killing, but could also be transferring money to a known pirate) in monitored space would be appropriately registered.
Certain crimes would result in a small fine, which you could pay yourself at a capital station, or, like my cupboard full of parking tickets, could accumulate to a point where it becomes a big deal and you are hunted down (bloody meter maids). Other crimes would warrant an immediate criminal rating.
Anyway, I'm sure this is full of holes, but instead of overthinking things as I usually do, which almost inevitably leads to me not posting, I figured I'd throw it out there...

alot of people have been talking about making newbs safer in nation space...this in so far as it would makes newbs safer in nation space is actually a pretty good idea.
the SF could have some kind of focused EM weapon or a missile that when detonated sends out a 30 meter radius EMP disabling the offenders ship which depending the severity of the crime could remain disabled for say 2 to 3 minutes giving the newb ample time to escape...or thier ship could be destroyed.
the weapon would have to be placed in such a way that it would not be dropped if the strike force ship were destroyed as this would rapidly become a pirates new favorite toy.

While that's not a bad idea, I'm actually not really promoting any new equipment. More just a reworking of how SF's work. Instead of them automatically destroying you, when you drop to 0 armour, your ship would be "disabled" and "confiscated". Essentially the same as it is now, except lose the pop effects and add a text based explanation (or something else).
