It's because you never left the sector, ie you were homed where you were blown up. The trigger event is only sent when you leave the sector, or press fire or get a full hold.

If you did leave the sector then errm, dunno! But leaving the sector, or buyng more mining beams and shooting them should clear the effect.

And yeah, it's been this way since mining was introduced. Late 2004 iirc.
