Reason for inconsistent max speed after turbo
Soooo... this is been this way forever, but I don't really understand the reasoning behind it. Why when releasing turbo and going in a straight line does the non-turbo speed come to rest at random speeds at or under the max speed of the ship?
Does it matter? heh
Chaos theory? Network latency? Speed of light in fiber optic cables?

Well for avalon stacking it would be helpful if it was consistent, since long distance travel is involved.
I don't see why the network would have anything to do with it.
It applies the drag as though you were top cruise speed and you let go of the accelerator. The same factors that affect the ship normally apply so if you're in a behemoth stacking avalons your low thrust/weight is going to be relevant for instance.
Dunno what exactly the reasons are behind it but who really cares, stacking avalons is only hard because they aren't guided and they should be guided

Who cares, it doesn't actually answer the question of the reason for it which can only be answered in detail by a developer.
The point I was making is that thrust/weight ratio is the limiting factor in keeping your ship at the speed you want for stacking avalons when coming off turbo. The best way to achieve consistency is to stack at a speed below your maximum cruise speed anyway so this doesn't have an impact.
I reiterate, these things should be guided and they should be destroy-able and buffed. It's well established and 2/3 of these things are developmentally simple.

I don't understand what a thrust/weight ratio has to do with my ship not decelerating to the same max speed each time I let off turbo. Each time the thrust and weight are the same so the max speed it settles to should be the same. Unless you are implying that the thrust/weight ratio varies?
Stacking Avalons isn't hard. Aiming them is what's hard without guidance.

Maybe you can give me some more tips on how to fire avalons ARF, I'm kinda new to these things.
