The systems currently in place for nationalism is sad. Roleplay is the single biggest driver in this game and the game should evolve with it. Im not going to go into a whole break down of a hypothetical system, I just want to start a thread to start discussing it and maybe give some ideas to GS to possibly implement.
One possibility might be missions that involve enemy players, like a bounty mission where you are lets say, Itani, and to complete the mission you must kill 10 or so enemy serco players or vice versa. Maybe actually implement an in-game nation war. Once per week an event is hosted at a random greyspace sector, weapons are disabled in that sector until the start of the event, and then when it starts no one can enter the sector after death until its over. Just some general ideas. Post some of your ideas and lets see if we can help GS brainstorm. (And keep the RP thread out of it, this thread is for moving VO forward and preventing it from getting stagnant)

I like the thoughts in the OP. One thing that would likely be easy and possibly have future advantages (I was also of the impression this is what the devs had planned years ago) would be to use the badge system or something based off of it to issue military ranks to Deneb participants which could then be tied to access to existing / future ships and equipment.
Also, look at addressing the perception that Serco is disadvantaged because of having to go through a wormhole and then jump sectors to enter the battle vs jumping directly from the station sector. I know that this has been argued to death, and while my experience is primarily on the Serco side, I can't personally say that it is any better or worse with conviction, only that there is a perception that has been argued about for years (unless this has been addressed since the last time I played up there).
Finally, put some decent drops in the medium, large and battle missions- particularly drop some trident parts, even if it's just ffsa or fcp.

Don't get me wrong, I like your ideas and they'd probably be awesome. Especially the "killer task" is nice where you have to go around and kill ten enemy players. Possibly even count kills from sneaking into enemy territory. I'd immediately make a nationalist character for that.
But it's not only VOs nationalism system at fault for the death of nationalism. It's also the players. I'm sure the "nationalists" we have right now once really enjoyed the RP they claim to do. But eventually they got bored. Deneb is the same. CtC is the same. So eventually, the nationalists got bored and went into grey where they war with grey space pirates right now for no relevant reason whatsoever.
Nationalism needs to be made fun again. And the fake nationalists really need to go back to what they claim they do and be actual "nationalists"... or admit they just enjoy warring in grey space now and stop calling themselves "warriors for the Serco/Itani nations" or whatever they call themselves that's not true.

Dust off your smurf alts then.
Seiger trust me I completely get the underlying cause of why nationalism is dead. But GS can't change the vets-turned-trolls, they can't force them to actually organize and kick start nationalism. But they can implement a better rewards/penalty system for those who choose nationalism. The Deneb/CTC- system is outdated, and the reason this game has devolved into pirates vs everyone is because no real attempt has been made to continue nationalism OR anti-piracy. We should at least look into creating a richer environment or RP for newer players, even if it may be too late for the salty vets of past nationalism.
Being a nationalist usually doesn't come with a lot of rewards. You don't get any kind of perks for clearing blockades. Doing Deneb missions only gets you on a scoreboard.
CtC is currently the most compelling, paying 1/10th what a comparable trade route does and offering modest standing gains in exchange for huge standing losses and fighting lots of dangerous bots.
+1 to OP, and the general sentiment. Despite the Serco/Itani conflict being a central part of the game's back-story, it really takes a back seat in the actual game.

Also, it would be nice if there was a way to keep renegades and pirates out of the nation channels (11). I can't come up with a good suggestion on how but that's what I want.

honestly natoonal channels make no sense in a game where nation choice does not in any way dictate gameplay or allegience
+1 to OP and to Death Fluffy (again)
Change channel 11 to nation military only? I have no idea how many newbies currently ask for help on channel 11, but they would still be able to use 1 and 100 for that anyway.
It's true, people that want to engage in nation-related gameplay have been seriously neglected by the developers.
What if people that wanted to be more involved with their nation had some way of identifying themselves? It's really dumb that people are all the same color in chat, maybe their names should indicate the nation they chose at character creation or something.
It would be kindof cool if nations knew who was really into them too, rather than just players that were just forced into one choice or another. Maybe some sort of standing system?
It would be really awesome if your standing with one nation could somehow reflect on your standing with the other nations. I'm not saying you should only ever be able to be buddies with one nation at a time, but it might be a good idea to keep people from being best buds with literally every nation.
It's also a little lame that every nation has the exact same ships. What if each nation had a few specialized ships, ships that only players in particularly good standing with that nation could buy? There could be specialized ship models, and maybe, since models are a bit expensive to develop, each nation could also have some of their own variants of generally available ships!
It would also be neat if there was a special channel, where you could only talk to members of your own nation.
Hey, how about an activity of some sort for people that like to have a good old fighting time? Maybe there could be something to draw them out into gray space. Like an objective that can't be found in nation space. Something like a convoy of ships that carry special cargo.
It would be great if this gray-space event could have some sort of consequence on the game world, some sort of stakes to draw out the players. Maybe a special weapon that is available to the nation that does better? It could have a counter of cargo stopped/delivered or something.
I have some ideas about maybe a more direct conflict between the itani and serco nations, with capturable sectors and stuff, but I think that's probably too involved of a daydream.
Who knows where things will go in the years to come. Let's first try out some of these other ideas, or ideas that fit the general sentiment and see if anyone's actually interested in playing a sort of "nationalist" character first. It would be a little silly to keep coming up with cool things for people interested in nation-specific play if no-one actually wants to do any nation-specific play.

Ah, Genka...providing a much-needed breath of wit in these forums.
We've been trying out these idea for years. And new players still aren't very interested in it. How about instead being a smartass and posting literally nothing but negativity, you contribute to the conversation in a meaningful way. Ah but of course, I posted this. So I can't really expect anything else from you.

@sieger I'd RP nationalism if there were an enemy nation to fight. ITAN is dead the Serco won.(or everyone got bored with the game). But it is funny you post this. You are like supposed to be a pirate, but you team with the trading guilds. Nice RP bros.
You can't blame the players for lack of RPing nationalism when the devs clearly stated that they are no longer supporting the only 2 nationalist activities being ctc and deneb.

I see posts are being deleted, I curious why?
The two I saw that are missing were role play not suggestion material.
Precisely what Fluffy said. I am asked to be particularly stringent in the Suggestions forum.
