Overpowered seems like a bit of an understatement.
It's 20% lighter, 200 more damaging per shot, 30m/s faster than the Mk3 Gauss.
It's 10m/s faster than the fastest blaster: CWM (already very hard to dodge, but with the Gauss shot size, it'd be even harder)
Same delay, and only slightly more energy usage.

Gauss MkIII is already a fantastic weapon. Why do we need another Gauss cannon?

Oh pleeez.. gauss is one of the stupidest weapons.
Actually, the energy increase is exactly proportional to the damage buff, meaning the DPE would stay the same as the MkIII, while EPS would rise from 75 to 87.5. That seems reasonable.
The issues with this proposal are the velocity and mass. Reduce the velocity to somewhere in the 200-210 m/s range and increase the mass to 1100-1200 kg, and this would become a balanced weapon.
Oh, also your license requirements are pretty goofy. Should be more like 10/10/9/-/-, not 11/-/-/9/4.

Make it 200m/s and a unregulated item

2,000 PK badge drives more combat and conflict in VO, the item itself should be sold only at Sedina D-14 alongside the PCB at 20K credits each.

I like the idea of requiring the 2000 PK badge. However, I'd make it require 40 energy per blast. In the light of it only being sold to PvPers with a bit experience, they should get the additional task to make every shot count. Requiring grid 10 is also a good call. Prevents people from bringing 3 port Gauss into the field.
People also overestimate the danger of this weapon as proposed. Everyone can still grab dual flares and juggle your local Gauss nemesis. Keep in mind that Gauss requires range. You can nearly always use that fact against your enemy when he decides to play Gauss.

Being over 1400 duel ranking in addition to this being my own suggestion has given me zero bias over this +1
We need a major overhaul of the low-end weapons before we add more elite-tier gear.
