You already have to have 100% to use wormholes anyway. OP is more about sector-to-sector jumps, against which drain mines are nearly useless.

This would cripple the ability for anyone to get away from any attacker. There are few enough counter-measures as it is. Try being more creative.

42 mines isn't enough to blanket a wormhole.
How about splitting the difference? For FC and UC cells, 100% charge and no turbo is required. Infinboost then comes with a cost, while Heavy cells get a relative buff in terms of combat utility.
Just put a 10-20 second timer on subsequent jumps.
