where type is "abuse", "runner" or "ninny"
where name is player name
where object is a short message wich warrants the abuse.

The report gets posted on the web where other users can comment, and where FM can delete (obviously, for the ninny report type)

3 confirmed strikes makes player Ninny Of The Month, posted in station news, and fines 1cr per offense to date.

eg

/report abuse "Mogul Velaio" "he keeps replying nonsense just to make us feel retard for posting weird suggestions anyhoo"

/report ninny "Mogul Velaio" "He used the proscribed word Ninny 6 times in one single post"

wich, of course, results in the reporter of this last example to get ninny-ed too.

/report thread "Give Everyone /Kill" stupid

/burn "character name" would be cool.
