We are the displaced, the bitter warriors and wanderers of a galaxy that now is consumed by war.

We recognize that this conflict is aided by those who supply weapons, weapons parts, and deal in stolen national resources (Purified Xith)

Traders who avoid these avenues of revenue will be spared.

The Blood-money will slow to a trickle.

Recognize that if you see our tag [GTA] (Galactic Transit Authority)

We will require you to drop your cargo. We will spec it and then let you go on your way.

If you run, we will assume contraband and shoot to kill.

Well, BLAK is gone, not coming back, and this guild is a way to try to reduce the prevalence of certain high markup trade items. Shape will be starting this guild, not Chimaera.

I would also point out to the VPR's, that before they move to declare this group a piratical organization,

Gunrunning and trafficking in weapons parts is frowned upon in all "lawful" areas of the galaxy. They are encouraged to assist in taking down these offenders as they would any pirate.

Furthermore, participation in CTC raids is amountable to piracy of the highest order, and propagation of a conflict that continues to threaten the safety of all parties involved.

Can I have an official VPR opinion on this?

Hummm... very interesting indeed. Could you supply a list of the specific "contraband" deemed inappropriate?

Weapons, I understand (although, since there are no weapons that can be carried as cargo, there is *zero* problem there currently)... and *you* said that you would *only* inspect cargo dropped.

"weapons parts" is interesting... please enumerate specifics(e.g. "steel" *may* be considered weapon parts, even though it is actually being used to fix the hangar doors Borb destroyed, or the station docking ports that Leber bangs up parking his ships while... uh, intoxicated [*glares* at Leber... "you're my friend and all... but, I'm not fixing any more of your tickets"])

CtC cargo... I'll give you that one... heck, we [VPR] don't participate CtC as a guild (although there may be a few instances of individuals helping out on their own time - that is allowed).

So, Shape... I am sure that you will be more than helpful, and provide all to VO the very specific contraband that [GTA] deems inappropriate... uh... so that there are no "misunderstandings"... (/me smiles)

Oh... and we *also* assume that you will also follow *all* of the Galactic Trade Standards of conduct:

* must have probable cause, present said probable cause to the Trade magistrate of the Nation of the Trader, and receive the appropriately signed search warrants *prior* to any cargo drops...

* wait the appropriate 24 Galactic Trade unit of time required by the quarantine rules of dropping *any* cargo in space...

* Only utilize the correct trade union representatives for each of the cargo-related activities (e.g. cargo manipulation union [cmu], cargo scanning union [csu], the "heavies" at the cargo weights and measurements local [cwm], etc)

* reimburse any and all traders for lost bonuses caused by the inspection process, plus the mandatory 22.074% credit overhead fees

I think we have the possibility for a *great* working relationship!

OOC: I think Shape's guild is a great idea. Finally traders can have some interaction with other people who won't be pirates.

Oh, and any Itani players without a guild, take a look at IA!

Seta, I think I can work with those demands. :)

This does create a certain sticking point though.

While VPR does not participate in CTC as a guild. The actions of individuals under this new set of "rules" can be considered piracy.

War is not a mitigating factor, in fact, that's the enemy itself. It will not serve as a protection clause for crimes against humanity.

As far as weapon parts, I am referring to the WEAPON SPECIFIC parts.

These include, but are not limited to, phase arrays, ion cores, "Self-defense" items, etc..

we will work on compiling a list of all contraband.

Steel is a primary component in many non-weapon systems, and could not be considered a "weapon-part".

What also must be considered is the destination.

It is not illegal for itani/serco/uit to traffic these items internally, as it serves as the backbone of a national defense. However, supplying a nation (or Grey Space outlaws) with these items can be considered a dangerous breach of neutrality, and must be stemmed to prevent escalation of the wider conflict.

Ugh, not only is it another Guild in the Land of the Thousand Guilds and Only a Hundred People, but also a PK Guild with an even flimsier excuse for it than CLM!

So... I've got some cargo, I drop it to let it get inspected, and it's not contraband - I get an escort to ensure safe delivery following my forced delay?

I'll be interested to see the list, but I suspect GTA may be a "front".

Haha, no its not a front.

I do have my reasons, but I assure you, its not at all related to piracy or any other illegal activities.

You will recieve an escort depending on how "quiet" it is. With a limited amount of manpower, there's only so many escort missions that we can pull.
