The Office of Strategic Services (#OSS) is empowered by the statutory authority of UIT Edict 478; enacted on 07/01/4346 by the 63rd Senate. It is designated as an auxiliary pilot corps of the UIT Defense Exchequer by statutory authority of UIT Edict 557; enacted on 09/13/4446. It's primary operating principle is to recruit novice and freelance pilots to conduct commerce, secure lanes of trade, and maintain an active capital ship manufacturing base; under statutory authority of UIT Edict 398, enacted on 03/03/4453 by the 106th Senate.

Novice pilots may enquire about membership to the Commander, Lieutenants, or any other active member. There are no level requirements for entrance. Recruits will be expected to provide a specified quantity of mineral ores or commodities to staging areas within UIT borders. Each recruit will be assigned a mentor, limiting recruitment.

Skilled freelance pilots may enquire about membership in the same manner. There are no requirements besides a demonstrable ability in the conduct of navigation, mining, trading, manufacturing, and at least a proficiency in combat with hive droids. Council membership will be conferred upon such demonstration.

Skilled freelance pilots may also enquire about non-active membership as Council Members, under an anonymous call sign. Ideally applicants would already have position in an active guild. Such a position would require no active participation besides forming a quorum necessary for the conduct of Guild votes. Any other participation would be entirely at their discretion.

Guild members are preferred to specialize in one or two of the following activities:
