Too much magical protection in capital systems!
I understand that there are plenty of asshats that love to kill new players inside of nation space, particularly UIT. So I'm fine with the magical protection within capital systems for PLAYERS OF THAT NATION.

It applies to players of the same nation. Its basically team based friendly fire on in any capital system. Yes, its a bit broken.
I dont think having weapon fire magically not be effective in any system is the correct way to deal with newbie griefing.
Since this only occurs in capital systems, instead all sectors in capital systems should be monitored. Standing loss and KOS then can be dictated as normal. A bonus loss of standing occurs for any same nation kill with KOS penalties enacted on ever increasing time lengths depending on how much more their combat license is compared to the ship that was destroyed.
To stop someone from just whipping up new free to play or trial accounts to newbie grief, all free beginner ships come with OnStar(tm) and capital systems will disable the weapons of trouble makers and seekers will deal with them.

Could you be more specific about exactly what protections you're complaining about?
Sometimes people start suggestions with assumptions that are not actually correct, and there's really a bug somewhere that needs to be addressed. So, start out saying what behaviour is the problem, more specifically than "magical protection"?

The specific problem (at least from my point of view) is that as an Itani character in Dau, I am unable to inflict damage upon other Itani characters. Which I believe is due to the friendly fire restriction that Red Spy referenced.
It is my position that such protection should not be extended to non national characters in capital systems.
If this isn't something that can be fixed easily, then I would rather wait until more faction redux has been implemented to see how the situation develops than ask Guild Software to invest too much time on it.

-1 cellsafemode. (I do like the idea of completely replacing FF protection with something less magic. I do not like the weapon-disabling approach.)
